Report on roll out of brokerages:  Mike Maley provided a summary document on roll out of services. The goal for next 4 years is 5831 adults, comprised of 2590 currently in service and 3241 on the wait list. Support Services brokerages will phase in from November through March.  The largest group is people currently receiving SDS

Most brokerages will get 2-3 months of start up to hire staff, get ready, and begin to start serving individuals. Almost all the brokerages are new organizations so the start up time is valuable.  The schedule indicates that brokerages within the same region will start up at the same time.
 
The idea is to have a gradual roll out. Need to keep in mind that the referral process, as this will take a significant amount of time. We really want to incorporate the philosophy of the lawsuit and self-determination. Creativity is important and we want to make our mistakes up front so they will be corrected.  The beginning of the roll out is the opportunity for intense training of staff and capacity building as well as the time for setting up QA systems.

The group acknowledged the large number of people who will get service who haven't received service in the past and despite all the difficult decisions ahead this is an exciting event.

Will different regions be able to decide how quickly they move?  Mike said both the State and the regions would make the decisions about how quickly to move. Mike said the State would ask that brokerages meet with them monthly and provide information about how things are progressing.

ODDS will ask the brokerage to provide data and information. The requirements around data collection and reporting will be housed specifically in contract.  This will be the first time there has been a contract condition that requires a provider to comply with the principles of self-determination.
 
2. Prioritization and Small group discussion: MaryLee provided background information on the need for prioritization of those waiting for Support services. Brokerages cannot serve everyone at once.  This is a phase-in over a number of years.  Because this is a Medicaid program, the order of who gets service cannot be a local decision making process. There must be a statewide process for determining who will get access to the brokerage service first, second, etc. We must
ask ourselves "Is there a logical order of groups to be referred? How
will groups be categorized?"

Small Group Discussion Results: People participating in the meeting broke into three groups to discuss the priority of groups waiting for access to support services. This was an extremely difficult discussion.

Fundamental Assumptions:
1. The driving factor will be whether you already receive funded DD services. The fact that you meet one of the other categories does not bump you up on the list e.g. if you are in voc, but have an elderly caregiver, you do not go earlier because of the elderly caregiver.You
go with the voc only group.
2. Current SDS recipients will be grandfathered into the Brokerageregardless of whether or not the plan has any dollars. Current plans are any plans that are open at the time of the transition to the Brokerage. 
3. Individuals in SDS (DD49) who have plans less that 20K annually but who were funded through Diversion are counted in the first group to transfer.
4. The sequence of order must be maintained across regions.
5. We will try to avoid disruption or elimination of services that an individual may be receiving.

Decisions:
1. We agree that we consider individuals waiting for services as those folks on an SDS waitlist (if your County has one) along with the waitlist for residential services. SDS programs that maintained a separate list will need to submit those to the County to be integrated on to the larger waitlist.
2. We agree that the first priority of those served should be adults who are eligible for and receiving diversion services (short term) but for whom comprehensive services is not an appropriate option.
3. We agree that the second priority should be those individuals who HAD BEEN RECEIVING SDS services within 3 months prior to the brokerage starting in their County.
4. Older Caregivers and Family Support came in close. After a second vote we agreed that Older Caregivers would be prioritized over those who turn 18 and have a current SDS / family support plan who would then age in to Support Services.
5. High school transition is the next priority with clarification that those in HST are those individuals age 20 by June 2002.
6. The final priority is those individuals waiting "generically" for services.
7. Within each of the above categories, the order will be determined by length of time on a "waitlist". Waitlist is defined as any list (SDS, CPMS etc.) on which the individual indicated desire to receive services.

Presentation by James Toews: Status of the Reorganization. Seniors and People with Disabilities Services (SPDS) is now the name for what was formerly Senior and Disabled Services and Developmental Disabilities Services within the Department of Human Services (DHS). Similar
functions have been grouped such as licensing, housing, and waiver services. At the local level you will see most things delivered through local government (similar to what has occurred in the past) or possibly through state offices that will now be integrated.

There is no language in the Staley Settlement to allow termination because of an economic downturn. James asks that we please confirm rumors before running with them.
There will likely be lots of strands of information, especially as different cuts are proposed in response to the budget deficit.  It is important not to raise anxiety by passing along false information.

Rule Update: Mary Lee shared information about the workgroups that are developing the rules.
· The administrative services rule is continuing its work. This is the rule that addresses local administration, county services and case management.
· The Family Support Rule group is also continuing its work.
· There is a Housing Trust rule that Gerry Stolp is working of that will decide how the money will be used from the sale of Fairview.
· The Support Services Rule was filed as a temporary emergency rule. We now have 180 days to request changes. Vickie wants changes or suggestions by November 15 so that we will have time to discuss them as a group. We briefly went through the Support Services rule section by section. Group members are encouraged to bring suggested changes to our October 31st meeting. Tara agreed to work on a self-determination statement to include in the introduction/forward.

300 families / non crisis comprehensive services: Mary Lee shared the minutes from the last work group meeting. There have been approximately 200 families identified initially (not verified) that appear to meet the criteria of having a primary caregiver over the
age of 75. The plan is that the County CM would contact these 200 families to verify age and determine interest in planning for comprehensive services. There would be prioritization on who would receive services first. Counties would do the planning and the development with the
individual and family. They would continue to go back to the list, adding or updating names and information.

There is recognition that in many situations, the person with disabilities may be providing care or contributing to the income of the family. These families may not want comprehensive services. It is also possible that many of these individuals are not Medicaid eligible.

Kids Transfer: Mary Lee reviewed the thinking about how funding will transfer into family support. It will be slightly different County by County. Mike and Mary Lee are meeting with Counties statewide and working out the details. The transfer of funds will occur concurrent
to the brokerage opening.

The group is encouraged to review the draft of the family support rule and get feedback to Vickie.  It is evident that the program currently being proposed in the rule is really different from both the old family support program and SDS and will be run much more like a Medicaid program. 

There is concern that there will be little interest on the part of parents to participate in the family support advisory council since it is not really a decision making body. In the proposed rule, the
advisory group will mostly deal with quality assurance and capacity building. Major policy issues will be decided at the state level because they have to be statewide.

Customer Satisfaction Survey: The State is requesting a work group to develop a customer satisfaction survey. This group will need to help define "what is" customer satisfaction. The feedback would go to the new brokerages so that they could get started in deciding how to
measure this.

QA/HCFA Task Force Group: The DD Coalition has a group that is working on the QA piece and the HCFA requirements as a response to the audit protocol. Volunteers are requested for this as well. Laurie will join us at our December meeting to discuss this along with the admin rule.

Housing Trust Fund Group: There is a Housing Trust rule that Gerry Stolp is working on writing the rule that will decide how the money will be used from the sale of Fairview. Please sign up if interested.
