Self Directed Support Services for Adults

The Self Directed Support Services for Adults Planning Committee has been meeting since November 2002, working at a fast pace to implement the Staley settlement across the state. Representative of self advocates, families, providers, county, state, and advocacy organizations have been coming together to redesign the way services will be delivered.
Rewriting our states Medicaid Waiver was the first of many high priorities. It was approved in record time by the Centers for Medicare and Medicaid Services (CMS), previously known as HCFA Health Care Financing Administration, for a 7/01/01 effective date.
There is a new Support Services Rule that has been written for adults who will be receiving Self-Directed Support through the Support Service Brokerages. All eligible adults who qualify will receive some level of support. This Support Service rule specifically, among other things, defines who is eligible for Support Services, what type of supports are available and what levels of supports may be received. This rule has been filed as a temporary emergency rule that is effective for 180 days. Within this time it will be filed as a permanent rule, where public review and comments will be taken.
A new Family Support Rule is being written for kids under 18 and their families. This should be filed in November 2001. Yet another group is working on the Comprehensive Rule, which has just gotten underway. Finally, a group is also working on an Administrative Rule that will address issues such as case management and service coordination.
Kids services will transition to county case management program. The transition of Self-Directed Services for children to the county as a Family Support Program will all be completed by January 2002. The transition of services to kids may be completed earlier in some counties.
